While the NYPD and other run-of-the-mill solutions are probably a safe first choice, I suggest another option - Mitt Romney. Sure, Mitt Romney doesn't wield an M9 or wear a sleek uniform, as far as I know, but he has proven himself again and again at handling crisis situations.
