Officials have defended their actions, saying that they could not have known the shooter, Seung-Hui Cho, would attack again that day, killing 31 students and faculty members.

10:55 PM 9/3/2007 — Champaign A 19-year-old man and an 18-year-old Homer, Ill., man were reported for retail theft at Wal-Mart, 2117 Prospect Ave., the morning of Aug. 26. According to a police report, the men had concealed two laptop computers in a fan box and left the store without paying for them.
